The developers of The Settlement at Willow Grove have applied for a permit to build a fourth mixed-use building in the traditional neighborhood development, which will include commercial space and 12 condominiums. The building at 8211 Village Plaza Court will have 7,000 square feet of commercial space and two floors of condos on top of it, said Willow Grove developer Richard Carmouche. There will be space for three or four retail tenants.
